Belton Zeigler brings more than 30 years of experience to his South Carolina-based cybersecurity and utility, environmental and energy practice. He has served as General Counsel to a major electric utility, and also served as Vice President for industrial customer relations, power marketing and strategic planning.
Belton has participated as a lead attorney in multiple general gas and electric rate cases and numerous smaller regulatory proceedings. He worked with the South Carolina General Assembly to draft the Base Load Review Act, the Distributed Energy Resources Act, and the Natural Gas Rate Stabilization Act. Zeigler has extensive experience in the state regulation of solar and nuclear power and has been instrumental in shaping South Carolina’s laws regulating those industries.
In recent years, Belton has adapted his extensive experience in industrial and infrastructure matters to counsel clients on data management and cybersecurity in matters such as data breach preparation and response and litigation involving data management. He is a senior member of Womble Carlyle’s Data Management and Cybersecurity Team.
He also was the lead attorney for the effort to create a regional transmission organization for South and North Carolina. Zeigler has represented clients before the South Carolina Public Service Commission in more than 20 major regulatory proceedings including more than 15 regulatory-related appellate cases before the South Carolina Supreme Court, representing providers of electricity, gas, water and sewer services.
Belton also advises a number of major publicly owned water and sewer utilities in contractual and rate matters. His experience includes completing multi-million dollar electric and natural gas supply agreements and water and sewer agreements.
In addition, he has litigated a number of important municipal powers and public finance cases in the South Carolina courts, including appearing before the South Carolina Supreme Court in numerous cases.
